A four-page memorandum commissioned by Devin Nunes (R-California), chair of the House Intelligence Committee, has been made public over the objections of Democrats, the FBI, and the Department of Justice.

Lynch will discuss the decision during a previously-scheduled conversation Friday morning at the Aspen Ideas Festival, an anonymous DOJ official said.
