Two leaders have testy public encounter at summit marking the alliance’s 70th anniversary

LONDON — President Trump and French President Emmanuel Macron clashed openly over tariffs, the treatment of Islamic State terrorists and NATO’s priorities at a gathering intended to celebrate the alliance’s 70th anniversary.

The North Atlantic Treaty Organization has been under pressure on several fronts, including Mr. Trump’s push for more military spending from allies as well as member state Turkey’s flirtation with Russia and incursion into Syria.
